Number lines begin at whole numbers - not zero. Hence, the student can find improper fractions at any point by using a whole number location on the number line - and the student is off to the races.
If students are only given discrete mixed numbers, proper fractions, improper fractions and decimals, then they 'float' in isolation. These number lines connect the elements in an application setting.

With a small amounts of practice, the kiddos get good at this...and develop number sense of decimals.
Again, equate to money...3.42....3 dollars and 42 cents. 42 cents away from 3 bucks...or 0.42. 8 pennies away from 3.50 or 0.08. 58 pennies away from 4 dollars or 0.58.
Making 10 and 100 GREATLY assist in this process...teach the kiddos to add up to the nearest to 10...then to 100. Given: 0.34
