Some of the best group discussions I have ever seen came out of this assignment, which asks students to "serve" on a Vietnam-era draft board to determine who goes and who stays from 10 short, realistic bios, and defend their decisions. Students get worked up and passionate! It really helps bring the tension and frustration of a draft (and allowing exceptions to the draft) to life.
