This package was designed with fifth grade ELLs in mind but it can be used with grades 4 and 6. It includes a place value chart from the thousandths to the hundred billions place, resources with step by step instructions on how to round to the tenths, hundredths as well as closest whole number. I included a place value table for decimals in standard form, word form and fraction form. The last couple of documents detail how to rewrite decimals in expanded form using fractions. Hope it helps
